When seconds matter, shared situational awareness saves lives. EMD is launching a safety initiative that connects the security resources schools and houses of worship already have — cameras, access control, and emergency communications — into a coordinated network with local law enforcement.
This is the same approach that transformed security in major cities over the last twenty years. Programs like New York's Lower Manhattan Security Initiative didn't replace local security — they integrated it, standardized it, and made it usable in real time. We believe schools and houses of worship deserve that same level of protection.
What We're Proposing
EMD partners with law enforcement agencies to create an EMD-branded, community-based video and safety collaboration program. The goal: help schools and houses of worship strengthen deterrence, improve emergency response, and support investigations — while maintaining clear rules, strong privacy safeguards, and local control.
This is not about constant monitoring of students, congregants, or daily life. This is about preparedness.
In a critical incident — an active threat, a suspicious person, a missing child, a bomb threat, a fire, or any situation where first responders need clarity — video can provide immediate, actionable information: where the threat is, where people are moving, what entrances are compromised, and where responders should stage.
How It Works
1. Establish the partnership framework
We work with participating law enforcement agencies to define operating procedures for when and how video can be shared, who can access it, and what authorization is required — including written policies, audit logs, and clear guidelines that prioritize both safety and civil liberties.
4. Share access in tiers
A school might allow a live view of exterior cameras during an emergency, grant access only after a verified 911 call, or provide time-limited access to a command staff member for the duration of an incident. When the incident ends, access ends. Everything is logged.
2. Invite voluntary participation
Schools and houses of worship choose to participate. They keep ownership of their camera systems and their data. EMD helps connect existing cameras — or deploy new ones where needed — so video can be shared securely under agreed-upon conditions.
5. Help fund it
Budgets are tight for many schools and nonprofits. Our team helps eligible institutions identify government funding sources, align deployments to grant requirements, prepare supporting documentation, and build proposals that are realistic, compliant, and measurable — so safety upgrades aren't limited to the wealthiest districts or the largest congregations.
3. Implement the right technology
Cameras, network upgrades, secure cloud or on-prem video management, emergency notification tools, and controlled sharing features that activate during an incident — built to work in practice, not just on paper.
6. Train for readiness
Technology only helps if people know how to use it under stress. EMD coordinates tabletop exercises, response workflows, and communication plans so staff and law enforcement know exactly how to activate video sharing, who to call, and how to coordinate during a rapidly evolving situation.
Privacy, By Design
We know what people rightly ask: what about privacy? Our approach is built on four principles.
Voluntary participation. Schools and houses of worship choose whether to join, and they choose the level of integration.
Purpose limitation. The system is designed for emergency response, threat detection, and post-incident investigation — not generalized surveillance.
Access control and accountability. Only authorized personnel can access shared video, only under defined conditions, and every access event is logged and reviewable.
Transparency. Participants can communicate to families and congregations what is being installed, what it does, when video can be shared, and what safeguards are in place.
This initiative is about building a safer environment without turning community spaces into places of fear. It's about helping law enforcement arrive informed instead of blind — and giving principals, safety directors, and faith leaders a stronger security posture without needing a massive internal security team.
